Jeb Brugman of the Next Practice was commissioned by the California Endowment to do a Market Analysis to discover Downtown Santa Ana's economic potential as a center for food, health and wellness, culture, and recreation. His report concluded that the greatest available source of buying power for retail and services in these areas is the residents within a 30-mile radius of downtown He showed that honoring the cultural identity of a place will draw a more consistent and loyal customer base from Santa Ana's residents, who are the bread and butter clients, before bringing in visitors from outside the city. His study found that the purchasing power of local residents is $137 million, which could help fuel the revitalization of businesses by not only catering to novel experiences but by catering to their everyday needs. His findings were supported by examples of other successful downtown 'wellness district' projects in the United States, which focus on retail and services for the established local resident populations. He found that there was also a 30-million-dollar leakage of funds from System D going on in the city.
This began the work in downtown with a firm policy strategy to alleviate the effects of gentrification and build community cohesion.
